He later served as Chief Executive Officer of enCore Energy, guiding the next chapter of ISR development in the United States.

His technical legacy is also deep and lasting. Dr. Stover holds six U.S. patents related to ISR uranium recovery and aquifer restoration and has co-authored multiple guidebooks for the International Atomic Energy Agency.
