Mark Rayha joined General Dynamics Electric Boat in January 2020 as vice president of Finance, and became the chief financial officer (CFO) in July 2021. In September 2023, he was named senior vice president and chief operating officer, responsible for strategic leadership across Operations, Planning, Supply Chain, Facilities and Finance.

Rayha started his 35-year General Dynamics career in 1989 at Land Systems at the Detroit Arsenal Tank Plant in Warren, Michigan, and spent 17 years there in positions of increasing responsibility, including five years in Woodbridge, Virginia, on the Expeditionary Fighting Vehicle Program. From 2006 through 2014, Rayha worked at General Dynamics Corporate Headquarters in Falls Church, Virginia, including from 2012 through 2014 as the staff vice president, financial planning and analysis. In late 2014, at the time of the merger of General Dynamics Advanced Information Systems and General Dynamics C4 Systems into General Dynamics Mission Systems, he assumed the role of vice president and CFO of the new company.

He earned a Bachelor of Business Administration degree with concentrations in accounting and finance, and a Master of Business Administration degree from the University of Michigan.
