Mr. Skaggs also led the 2015 strategic spinoff of CPG from NiSource, including formation of the IPO of CPPL (the largest MLP IPO in history), public financing, and CPG’s sale to TransCanada.

Focused on developing people and capabilities, Mr. Skaggs built top-performing teams, enhanced stakeholder relationships, ensured organizational alignment, and attained industry-leading employee safety and engagement metrics. He led a groundbreaking infrastructure modernization program, and by driving engagement with high-level government officials, consumer advocates, and industrial customers, his team secured the additional rate increases needed over many years to allow for rebuilding the system to provide safe, efficient service.

Prior to his roles at Columbia Pipeline Group and NiSource, Mr. Skaggs held executive leadership positions at Columbia Gas of Ohio and Columbia Gas of Kentucky (President), Columbia Gas Distribution Companies (Chief Financial Officer and Chief Regulatory Officer), Commonwealth Gas Services (President), and Columbia Energy Group (Vice President, Regulatory Affairs).

Mr. Skaggs holds a B.A. in economics from Davidson College, a J.D. from West Virginia University, and an M.B.A. from Tulane University.
