Mr. Smalling has over 40 years of experience in the biopharmaceutical industry, with expertise in all aspects of Regulatory development.

Previously, he served at Amgen in positions of increasing responsibility, including Vice President of Regulatory Affairs and International Safety. Under his leadership, Amgen obtained marketing authorizations, supplemental approvals and orphan drug designations in the US, EU, Canada and Australia for numerous products. Mr. Smalling was a member of the industry team that negotiated PDUFA II and drafted several of the provisions included in the FDAMA legislation passed by Congress in 1997.

Mr. Smalling earned a Master of Science in Microbiology from California State University, Long Beach, and a Bachelor of Arts degree in Biology from Occidental College.
